BTM225 – Matt Paynter – Humana Military

About Today’s Guest

Matt serves as Humana Military’s TRICARE Program Leader and is a member of the company’s executive leadership team. He is accountable for the performance of Humana Military’s TRICARE contract to meet program objectives and Defense Health Agency (DHA) needs in the 24-state East Region, plus Washington, DC. He represents Humana Military for matters related to military healthcare with internal and external stakeholders, and supports business growth with DHA and other military health programs. 

An executive leader in government contracting and federal acquisition, Matt has extensive experience in the development of strategy, proposals, and messaging targeted to key influencers. This included increasing the company’s presence in Washington, DC, establishing its ethics & compliance and subcontract management programs, and helping secure the company’s current and next generation TRICARE regional contracts. 

Prior to his current role, Matt was Vice President, Strategy for Humana Military from 2018-2025 and has held multiple other leadership roles, including as Chief of Staff and roles in business development and contracts management. Matt has previously served as the company’s Compliance Official, Small Business Liaison Officer, and principal advisor on government contracting and the Federal Acquisition Regulation (FAR). Prior to joining Humana Military, served as weapon systems program manager and contracts manager at a leading international defense contractor. 

He earned a Bachelor of Business Administration from the University of Kentucky and a MBA from the University of Louisville. He completed executive programs in strategy and leadership from the University of Chicago Booth School of Business, continuing education programs in government contracts and subcontracts management from George Washington University and ethics and compliance program leadership from the Defense Industry Initiative and Society of Corporate Compliance & Ethics.
